Transportation Demand Management (TDM)

The goal of Rockland's Transportation Demand Management (TDM) program is to improve mobility and access, reduce congestion and air pollution, and increase safety. These programs work to reduce the level of drive alone travel by promoting walking, bicycling, car pooling, van pooling, public transportation, and other alternative modes. The county works cooperatively with citizens, businesses, and institutions throughout Rockland and neighboring counties of Westchester, Orange and Bergen to implement TDM measures.

Why commuters?
A major emphasis of TDM strategies and actions exists to reduce single-occupant-vehicle travel and the number of trips made by single-occupant vehicles. Reducing this type of travel limits congestion and enables the existing transportation infrastructure to move traffic more efficiently. Commuters frequently are the focus of TDM actions because of their regular, predictable driving patterns, the possibilities of employer partnerships and the opportunities for ride-sharing programs.

Business Outreach Programs
The TDM office works closely with County businesses and residents to encourage the implementation of TDM measures on a countywide basis. By offering TDM measures such as financial incentives and promotional programs, employers can have a significant effect on the commuting behavior of their employees. The office acts as a resource to businesses, helping them identify and pursue opportunities to implement TDM measures. On a broader scale, we attempt to encourage alternative mode use by all those who live and work in Rockland, by taking advantage of the county's system of high quality bike and pedestrian facilities and the ubiquitous public transit system.
